The minimum requirements of Sooty must still be met regardless if Soot flakes is shown or not.
Soot flakes is not listed in the phenotype, a Sooty with Soot flakes is still only written as Sooty.
Sooty can optionally have soot flakes or "grease spots", causing dark smudges or spots in the coat. The spots can have soft or sharp edges.
Soot flakes are always darker than the coat (anywhere from slightly darker to black), and can optionally affect mane and tail.
Doesn't affect eye colour.
Can optionally darken skin where the sooty touches.
Can optionally darken horns/hooves where it touches.
